What kind of content is appropriate? I mean, if I am sending a cover letter with my resume, why isn’t THAT proof of my writing ability?
The job is for an office manager at a tutoring agency.

It depends on what kind of job you are applying. To apply for a news reporter’s job, it is what you have written in the past for another newspaper. To apply for a PR job, it is the PR piece you wrote before. If it is a technical writer’s job, it could be a technical manual or instruction you wrote in the past.
