I just turned in an application at Gamestop, I have 2 business references, and job experience. I was wondering if having a Cover letter/Resume, will make me stand out among most teens applying, or if it is fairly standard to include both in an application packet.

Definitely. Employers also want to see that you have initiative and that you have reasonable grammar and writing skills.
