Do I format the letter the same as a written cover letter? This is to a company that does not post positions and on their website they state: “If you’re highly motivated, detail-oriented, possess a healthcare background, and ……, you’re encouraged to e-mail your CV”.

What do I use as an opener since I am not targeting a specific position?

It’s similar to a snail mail cover letter. No date or address since that’s already on your E-Mail header. Try something like:

To Whom it May Concern:

I am responding to the invitation at your website to E-Mail my CV…
